Benefits of Passing Bond 3
If the bond measure passes, ENMU-Roswell’s Aviation Maintenance Technology program will benefit directly by funding an expansion project for our hangar. This will allow for larger classes and more space to maneuver aircraft and equipment.
Furthermore, voting on Bond 3 will not raise taxes. It is [ Tax Neutral ].

Increased Capacity

Room to Breathe
Increasing the size of our hangar will give us the much needed space to expand our hands-on training labs, add storage for tools and consumables, provide room to maneuver equipment and aircraft, and grant more flexibility to our instructors in how they design their lesson plans for each day.
Tax Neutral
Passing Bond 3 will not increase taxes. Likewise, voting against the measure will not lower taxes. This is what we mean when we say that it is tax neutral. The benefits are an enhanced higher educational experience for our students and your future aviation maintenance technicians.

New Mexico General Obligation Bond Timelines and Processes
HEI GO BOND CAPITAL PROJECTS ARE PROPOSED IN ODD YEARS DURING THE SUMMER TO THE HED CAPITAL OUTLAY COMMITTEE
- HED and LFC submit separate lists of “approved” projects to the legislature for approval in the fall of odd years
DURING EVEN YEAR 30-DAY BUDGET SESSIONS THE LEGISLATURE AND GOVERNOR REVIEW/APPROVE A LIST OF HEI CAPITAL PROJECTS TO BE INCLUDED IN THE FALL ELECTIONS
- GO Bonds are voted on in even year November general elections
- If approved by voters statewide the HEI capital projects are reconsidered in the next odd year general 60-day legislative session by the legislature and governor for bond sale approval
- The funds from the sale of the bonds are usually available after July 1
